Welfare providers and their employees face many new responsibilities and challenges as a result of welfare reform, particularly in implementing the Temporary Assistance for Needy Families program (TANF). The purpose of this document is to give welfare providers and their employees, caseworkers, and contractors (either public agencies or private businesses) implementing a welfare providers program1 an overview of Federal laws that prohibit discrimination in any federally funded program, including welfare programs, and to alert them to stereotypes or other actions that, even if unintended, may violate Federal laws. The examples of discriminatory conduct provided in this document are illustrative, and are not an exhaustive list of all potential violations of laws prohibiting discrimination.
1 For ease of reading, hereinafter referred to as welfare providers.
