Important Note: This packet was compiled by the Department of Health and Human Services, Office for Civil Rights (OCR). It includes examples of different approaches taken by states, counties, federal agencies and consumer groups to craft community education messages designed to reduce access barriers faced by immigrant families. OCR has prepared the packet in response to requests for such a resource, but OCR does not necessarily endorse any specific message or approach as a "model" for others to follow.
